PVC is notoriously difficult to paint with standard off-the-shelf paints, such as latex or acrylics. In order to paint PVC, there is a level of preparation required to set up the PVC to accept paint.
The paint recommended most by users of plastics and other products is Krylon Fusion paint, which is specifically design to adhere to plastic and other surfaces that are slick or have sheen to them. Its works especially well when properly prepared, and is available at most home centers and hardware stores.
